Sergio Aguero is not banned from European matches, but may not be risked, while Willy Caballero looks set to start in goal.
Celtic know they will finish bottom and are heading out of Europe.
Defender Erik Sviatchenko and striker Leigh Griffiths are fit after missing Saturday's 4-3 win at Motherwell.
Striker Patrick Roberts, on loan from City, could start at the home of his parent club but former City winger Scott Sinclair is out through injury, along with Kieran Tierney.
Aguero was sent off for a lunge at Chelsea's David Luiz during City's 3-1 defeat on Saturday and faces a four-match domestic ban that will see him sidelined until 31 December.
"If Sergio is going to play or not, I am going to decide today or tomorrow," City boss Pep Guardiola said on Monday. "I don't know at the moment.
"There will be changes, definitely. I am so happy to give minutes to people who deserve to play and who did not play in the last games."
Raheem Sterling missed the loss to Chelsea and the England winger did not train on Monday.
Do City have a discipline problem?
Midfielder Fernandinho was also sent off in the melee that followed Aguero's challenge on Luiz, bringing the number of City red cards this season to six. The Brazilian is banned on Tuesday following his dismissal in the 1-1 draw at Borrusia Monchengladbach.
However, Guardiola has dismissed any suggestion that his side has a discipline problem.
"The referees, I don't talk about. It is better that way. We are the best team with ball possession and with most red cards," said the former Barcelona and Bayern Munich boss.
"It is a pity what happened in the last minute and of course we are going to accept the ban from the FA. We are going to work with other players for the next games."
'The Champions League starts in February'
By finishing second in the group City will not be seeded for the last-16 draw and will, in theory, face a tougher, group-winning opponent.
But Guardiola, who twice won the Champions League while at Barcelona, does not think City will be at a disadvantage.
"I would prefer to finish first," said the Spaniard. "I don't know why but I prefer to. It's more for the club because you won more games.
"But from my experience in the Champions League, it is how you are playing in February.
"Now the draw is going to be on Monday and we will analyse the team and say who are the favourites to go to the next round. But many things are going to happen before we get to February."
Rodgers looks for more valuable experience
Celtic will finish bottom of the group in their first Champions League group campaign since 2013-14, missing out on a Europa League place.
The highlight for the runaway Scottish Premiership leaders was a 3-3 draw with City at Celtic Park in September, while another point was picked up away to Monchengladbach.
"We're disappointed not to have brought it down to last game but I'm proud of the players and how they have taken on the challenge of such a difficult group," said manager Brendan Rodgers.
"Hopefully we've shown that we've improved as the games have gone on.
"I don't see it as an end, it's another opportunity for us to learn and to take that experience into next season's competition."
